In 1.12.2, the leggings found in village tannery chests were an older, invisible version of the item. The table still gave that older version in 1.12.5, though the pack's abandoned villages have no loot chests; since 1.12.6-alpha the tannery table is empty.[1] See Sturdy leather armor#Chests.
Usage
Armor
They give 3 armor with 350 durability and 2 blocks of safe fall distance, twice what leather gives. Projectile Protection III comes on the item as an ordinary enchantment.
Repairing
They can be repaired in an anvil with tattered leather. The pack resets repair costs to zero, so they can be repaired indefinitely; see Repairing.
