A Stable Void is the Matcha Flavoured name for the ender pearl. It still works as a throwable teleport item, and it is a magic ingredient: every Stabilized Estus needs one. The pack makes it much easier to get than in vanilla.[1]

An Enderman killed by a player always drops one Stable Void, plus 0–1 per level of Looting, and the dropped pearls stack to 64.[2] A novice Mouthpiece sells 16 Stable Voids for one Obol.[3]
Usage
Crafting ingredient
Throwing
Throwing a Stable Void teleports the player as in vanilla. The pack adds ender pearl damage to the #minecraft:is_magic damage type tag, so Magic protection reduces it.[4] The pack also sets the ender_pearls_vanish_on_death game rule to false, so thrown pearls stay in flight when their thrower dies.[5]
