This is the Matcha Flavoured version of Arrow, renamed or changed from vanilla Minecraft.
An arrow is ammunition for bows and crossbows. Matcha Flavoured doubles its recipe output and sells it cheaply.

Flint, a stick and a feather make 8 arrows, where vanilla makes 4; the vanilla recipe is removed.[1][2]
Trading
The Fletcher sells 64 arrows for 1 obol at the novice level.[3]
