Tinder is a single-use fire-lighting tool made from sticks and grass. It works like a Fire Starter (the renamed flint and steel) but breaks after one use, which makes it a cheap way to light fires before the player has iron.

The recipe accepts short grass, a fern or a bush, and is unlocked by picking up a stick.[1][2]
Usage
Tinder is a flint and steel with a durability of 1, so it can light one fire, Kindling or other block before it breaks.[3]
